2 foot side skimmer column - need custom neck suggestions.

Who said fresh water does not foam? This is above ground opening on my 1000 gallon buried pond sump. It continuosly foams at the surface in this 2 foot wide neck. I need suggestions on how to get the foam to rise up a couple of feet and be released into my landscaping. Seems like a public aquarium sized DIY product? Maybe a 3 inch cylinder that goes in slightly below the surface, and rises above the ground?
