20 gallon long tank for star fish

I just set up a 20 gal long tank to feed my shrimp since that's all it eats. I'm using egg crate as dividers for it. I got a pump for the air exchange and a heater. No light since it gets natural light all day. But I'm wondering if I should add a job filter? I'm only got starfish in there.

HOB filter would reduce maintenance and add oxygen- would not hurt
