1 person having done something does not mean it was done correctly and doesnt mean it was best for the inhabitants of the fish tank.
it doesnt really matter what these "reef friends" say, do research from any reputable site, ie liveaquaria, bulkreefsupply, tidal gardens etc. The people you have talked to seemed to have given you very old information (saw the other forum thread too) and we have learned more and moved past what they have been doing years ago.
No, fowler is still gonna be 4 max its the size limit of this tank more and you will have ammonia or nutrient issues down the line if you try for more. gonna most likely need a different setup, the lionfish will try to eat the other fish in the tank most likely,

one search from liveaquaria will show this, best to use their guidelines as you are just starting, at least the information on fish is usually correct. Dont buy from liveaquaria though, their fish always come in sick

I said I didn’t want the clarkii I was just gonna do a Toby a dwarf lion, I’ve never seen a 7” one and maybe a hawk fish or a scorpion

they get like 5-6” and aren’t active and the puffer gets 3” and isn’t active, I could get a larger type of it would get eaten

I wouldnt keep a poisonous fish as a beginner and their feeding requirements are not easy, also no you cannot get a larger puffer. your tank isnt large enough for the fish already listed. a 5 inch fish is too large for the tank as well

this is a very small aquarium especially for saltwater. Its better to start small and correct and move onto bigger in the future, you have a lot of time to upgrade

I watched a couple videos and they all gave pretty strong evidence on it being in a 20 long could work, they get about 5-6” aren’t active and they are peaceful

It seems you are either being daft on purpose, or you are really in need of a reality check for saltwater fish. I say this with great humor and understanding.
A 20g Long is not good for any of the fish alone, let alone together. Please do more research and listen to those with more experience.

that is wrong information, people make youtube clips of their fish tanks all the time then dont upload ever again showing the fish in a year or two years. Even if they did that doesnt mean it is right for the fish inside the tank and doesnt mean it should be attempted ever again

you have freshwater not saltwater, they are so different on a biological level and cannot be compared

Okay, so what you are saying is you want to get little guys and raise them up and then get rid of them? If you are doing this for adapting the fish to captivity, that is a different thing. I would still only do one in a 20g L as a tiny fish and rear to minimum size.

I’m not sure why you’re here asking then? If you’re looking for validation for bad husbandry, you’re not going to find it here. Please take the advice given and do your research.

I did my research and every source I see from someone keeping them says they are peaceful and not super active the only bad thing is they sting really hard
