I have two new PowerPag 14k 250 watt DE bulbs I don't need. They have a nice color.

Who makes that bulb....or what are they comparable to?
 
Yes they will work with any ballast. These are what come in New Current fixtures. Comparable to a pheonix in terms of light. I am switching to LED and have no need for them.
