HOB filters are best for quarantines, sumps with skimmers and/or macroalgae are best practice. You can do HOB skimmers, however.

Live rock will provide bacterial filtration. A skimmer (for instance a Hydor SlimSkim or IceCap K1 nano - cheapish on Amazon) will remove organics. I'd skip the second HOB chemical filter and save your cash for 1. lights, 2. powerhead, 3. skimmer. You can hold off on the skimmer for a bit and just use water changes to maintain water quality, but you'll need to keep an eye on how much you feed. Given the size of your tank, you won't want a heavy bioload (lots of fish) - but there are loads of lovely smaller fish like gobies and blennys you can put in there.

If budget friendly is your MO, and it sounds as though it is, I would definitely not overlook Jebao's for powerheads. I've had them running for 11 months and zero issues. They are the most powerful of the wave makers I have and am pleased as punch at their performance and price. Just finally cleaned them last week. Best bang for the buck IMHO.

+1 for jebao power heads. I run 2 sw-2 pumps in my 20 long. Cheap, small footprint,great flow, and I've ran mine a year + w/ no issues. The ice cap 1k gyre may still be a bit too much for a 29 gallon.
 
I've got a kessil a 360 , two mp10's, mighty jet return pump running on my 40 GAL IM Nuvo. Just cycling for now ! Got the MP10's used for about 1/2 the cost on here.
