Did ammonia and nitrite ever peek?
If you're 3.5 weeks in with zero ammonia and nitrite, you're either through with the cycle, or you never had one.
Did you add an ammonia source?
The only reason to "cycle" a tank is to grow bacteria. The bacteria we need do not rely on light. By providing light, you give photosynthetic organisms an opportunity to compete with the bacteria we're trying to grow, for much of the same nutrients. This is counter productive to our goal.
