3 Questions!!! 1. Identify this? 2. Mandarin-scooter compatability 3. CBS problems

Hey guys, so I have 3 things I have been wondering about this week.

1. About a month ago, several pulsing Jellyfish-looking things showed up in my tank, but they stay on the substrate and rocks. They move around about an inch a day, and I have no idea what they are!

I hope those pictures came out, but if not I can post them differently. They are constantly pulsing and have some sort of tentacle type appendages.

2. I currently have a scooter blenny in my 70g, and he has learned to eat the frozen brine shrimp that sinks to the bottom. If I am able to find a mandarin dragonet that also eats frozen brine shrimp (as I understand a 70g doesn't provide enough food for 2 such fish) would these fish be compatible? I know dragonets fight amongst each other, but wasn't sure if a scooter blenny was dissimilar enough to discourage fighting.

3. My parents (unfortunately) bought me a coral banded shrimp at petco as a reward for finishing the SATs. I have heard they can be peaceful, but I have also heard horror stories of them going berserk and eating fish/snails/shrimps etc. in a short period of time. How safe are they? And would petco take it back for free if I asked them to? Unfortunately I don't have any LFS nearby other than bad chains.

I have a coral banded shrimp and he is ok in my tank. He does go after fish from time to time but all my fish are fast enough not to get caught. If you have and slow moving fish you may worry but other than that mine does ok. I also had a peppermint shrimp disappear not sure it was the coral banded but something to think about if you have any.
 
if those are majornos (sp) that are the "jelly fish things" they are not good at all. Do they look like mini anems?
