I want a manderin and I have a copepod population in the tank that seems to support itself. I have never added pods and dont know where they came from.
 
Size is ok, sound like if you have a sustainable copepod pop that’s is ok too, lots of places to hang? should be ok.

They are not An easy fish to keep, so researcher would help. They are beautiful but somewhat advanced, try to get them to eat frozen in case population dwindles
 
Pods might have come from your live rock or sand. But a 32 cube is pretty small and you would be surprised how much the mandarins eat. I have 1 in my 90 gal and have to add pods about every month or too otherwise he starts getting skinny. So if I were you then no. Unless you will culture copepods and phyto but most people won't do it.

As long as no other fish are consuming pods, it should be alright, but you should always be prepared to get more pods from somewhere if the population in your tank fails.

They (pods) come as hitchhikers in/on live rock, sand, inverts etc.

Research Biota mandarins. They are aquaculture and accept a multitude of food. In general dragonettes are small gobies that stick to rock work and barely swim at all. They certainly do not spend time free swim in the water column. I have a Biota in a 13.5 gallon nano.
