I buying this light and wanted to get yalls opinion on it. Also can you replace the actinics with ATI bulbs?

I used to have this fixture, and it is solid. Not the best, but will get the job done. The supplemental lighting is Power Compacts, which is not interchangeable with t5 HO. You would need to disassemble the fixture and retrofit with t5 ballast,wiring, and sockets. I would just stick with the PC. If you want additional "pop" I'd just install a ReefBrite XHO, or Orphek OR LED bar.
