4 bulb t5 combo ok?

I have a 4 bulb t5 24" grow light on top of my 20 long aquarium

Would this bulb configuration work?

Front to back

Ati blue plus
Ati purple plus
Giessemann aquablue coral
Ati blue plus

My tank is only 12 inches deep. I have two Digitata, a green stylo and a rbta on the top of scape. Light is about 8 inches off the water surface ? Is this too much light or par or not enough ?
