4 Weeks Cycling

It's been 4 weeks now, dry rock, live sand, 20 gal tank. PH stable at 8, Ammonia was stable at 0 for last 2 weeks, now at .25, Nitrite, 0 and Nitrate 10. I was advised to do a 20 % water change last week because I saw black looking dust on my rock (wonder if it is carbon from filter). Anyone have advise what should be happening?

Your right on track. But no need to do any water changes. You want the bacteria building up. Stuff on rock sounds just possibly Diatoms, and thats going to happen anyways. It will go away by itself.
 
If you want to speed it up, start some ghost feeding. Put a bit of flake food in the tank once a day. You need a source of ammonia to start the cycle.
