40 breeder/33 Long for smallest Halichoeres species?

So live aquaria is saying 50 gallons for the smallest 4-4.5 inch ones. Just curious if Halichoeres Wrasses prefer longer tanks or taller primarily? And if something smaller like a 40 breeder/33 long(4 foot long by 1 foot wide and tall) is adequate for an adult 4 inch max species?

It's more of a matter of grazing space - and I do tend to agree with LA's recommendation of at least 50 gallons.
