40 breeder full stocking

I right now i have a 40 breeder with a aquamaxx hob 1.5 and a cpr hob refugium. In the tank i already have a tomato clown and a royal gramma. I would like to add a bit of more stock to it to make the tank look more full. Heres the list of fish i had in mind.

(2) Pajama Cardinalfish
Azure Damselfish
Neon Dottyback
Spotted Mandarin
Yellowhead Jawfish
(2) Emerald crabs
Blood red fire shrimp
And some coral later on.

Would this be to much or could i add some more?
 
I would drop the dottyback and mandarin, possibly the damsel too. The neon dottyback is one of my favorite fish, but they can be very aggressive, and I guarantee he won’t get along with your royal gramma. The mandarin may not thrive in such a small system due to lack of natural food unless you’re dosing pods once or twice a month and have a good sized refugium. The only reason I have to not get the damsel is they can be an aggressive fish, and knowing how tomato clowns are I would see them fighting until the end.
 
Although mandarins are awesome looking fish I would wait a while as they feed mainly on copepods and it will take a while before your rank is stocked for a mandarin to survive.
All the rest is looking great.
 
An HOB filter doesn't allow for as heavy stocking as a drilled tank.

The dottyback will fight with thr gramma.

System is too small for a mandarin.

I would recommend a trio of azure damsels though.
