5 months old tank battling hair algae

I have a 30 gallon tank. Coming 5 months old.
I never miss weekly 10% wc.
Parameters are tested using salifert test kkt
Alk: 8
Calcium: 430
Mg: 1380
Nitrates: <5ppm(use by algae)
Po4: almost 0

Livestock: 2 clownfish and 6line wrasse
Cuc: 1 turbo snail, 1 hermit. Ofcourse they are not touching the long hair algae.

I have tried removing them manually, it keeps growing back. I dose nopox and i also have chaeto.

I will post a clearer photos of the tank tomorrow before the blues are on. Btw lights are from 11.30am to 8pm

Oh, and i use RODI water with 0tds for my top ups and using red sea salt for wc. I reduce feeding to 3 times a week. Even my corals especially the euphyllia are losing colors due to low nitrates(sometimes nitrates reach 0)

Following, I have similar problem. I have a blue tang, lawnmower blenny and turbo snail, they all don't touch the hair algae.

I have same issue with gha. I've researched a lot. I just added Flux RX. Can let you know. Read a lot of good stuff about it. Even though your nitrates and phosphates may be within range.. usually gha and bryposis is introduced into your system via new coral adds. Once, in there it can bloom and cause issues. There are things that supposedly eat gha... But , Flux Rx should be able to handle it better as it's a fungal med that kills it to the root.
