5g Marineland Portrait Budget lighting?

Hey everyone! I recently converted my marineland 5g portrait into saltwater after being a planted tank and was wondering what I could stock in it and also any recommendations for budget lights that will grow coral (softies and lps)

I would like an active fish that will swim around the water column rather than hide or stay at bottom if possible.

I have the fluval COB light on it for now but if I added blue light strips would that be able to grow coral? or any other suggestions? I am kind of on a tight budget.

PAR38 bulbs work well, as for fish there aren't a ton of things that will be suitable that stay in the water column. I usually recommend a blenny or goby. Masked goby might stay out a bit more, and they're quite small.

When I first started I had a 10 gallon with an Asta20 over it and it grew any zoa or LPS I put under it.

So I have the par38 12w from abi and i just have it resting on top. Is that okay to do or do I need a gooseneck?
