65g stocking: anthias or wrasses first?

I'm getting ready to set up a 65g that I intend to stock primarily with anthiadinae and wrasses.

The tank is 48" x 18" x 18" (and will have 3"-4" of substrate).

The overall stocking plan I'm considering includes:

Gobies/blennies:
  • tangaroan shrimp goby
  • striped blenny (m. grammistes)
wrasses -- some if not all of the following (whichever of them I decide on, all of the flashers/fairy will be added at once):
  • Adorned (h. cosmetus) - definite
  • yellow fin flasher - very likely
  • filamented flasher - very likely
  • blue fin flasher - maybe
  • lubbock's fairy - maybe
Anthias:
  • 2 or 3 dispars
Damsel:
  • blue sapphire (c. springeri) -- this would be the very last addition, if I decide to go ahead and risk it
For those with both wrasse AND anthias experience:

1. Would it be better to add the wrasses or the anthias first?
2. Being that the fang blenny is fairly active, albeit typically non-aggressive, would it better to add it after the anthias, before (confidence booster for them?), or not really matter either way?
 
I would add the Anthias and Damsel towards the tend. The Striped Blenny can be slightly aggressive but in that size of tank I wouldn't worry too much.
 
The Springer is considered the most mild of the bunch but there are some cases of them being aggressive (which technically can also be true of a generally peaceful fish). Either way I would still add it last as a precaution. It shouldn't cause many problems in a tank of that size regardless.
