This exactly, if you try and twist or push that stand I am sure you will find some flex in it. Now factor in a minimum of 825lbs of a filed 75gal tank on the top.The pictured stand is very dangerous without cross bracing such as a glued-on plywood skin. The issue with 1x3's is less so the strength and more so the difficulty in making rigid joints. But if you can get everything perfectly square and glue on a near-complete plywood skin, 1x3's can work. Its just easier to make with 2x4's, thats why they are more commonly used.
