75w Eheim Jager. On sale for Black Friday at BRS for ~$23. Generally speaking, however, good and cheap are seldom in alignment.

One place I wouldn't cheap out on would be a heater. I would recommend the Helio nano setup from innovative Marine. You can pick one up for $68 bucks right now and it'll give you a reliable programmable controller and a titanium element with a temp sensor.
