A Pods home

People talk about how refugiums are great for growing pods.

Could a bunch of rock in my sump accomplish the same thing, as a home for pods I mean?

Does one or the other (chaeto vs rock) provide a much better home for pods?

Cheeto is much better but anyplace with no predators and food and they will thrive.
