A Quiet and Safe Overflow Sump system, is there another option using siphon tubes?

I screwed up and now have to replumb my Herbie overflow system, this may be difficult as have limited access to the back of the tank (75 gallon).

I am wonder about another option which is as follows:

Use the bulkhead fitting(s) for my emergency overflow drains.

For the primary drains, just use a couple of self starting siphon tubes which I believe are quiet. This will eliminate the need of a gate value and the associated tuning of the system to get the flow rate just right. If the siphon tubes fail, the emergency overflow drains will prevent flooding.

Any thoughts?
 
Thinking about this, I may have the answer why it would not work...

The siphon tubes would be constantly restarting ie: major gurgling noise. Oh well...
