Hello,
When I was a student at highschool, I have 23x11hx9 inch (60x28hx23 cm) aquarium. It has been 10 years since I bought that and I don't use since 2012.
Would it be safe for me to use this aquarium? Thanks a lot, stay safe.

I would do a visual inspection of the tank and fill it up with water for a couple of days to see if there are any leaks. If not, I see no reason why syou couldn’t be using it!
 
If you ever used copper in that tank to treat any fish diseases the answer is no. Otherwise, its just about whether the silicone seals are still good (and will be for several years into the future). I am not an expert on how to check that..
One final point is that saltwater tends to have more flow and more equipment generally and with a closed top it can be very tricky to fit stuff eg. a skimmer which most people would say is essential if you want to grow corals. But if the copper/seals thing is ok you could start with a fish only system and then consider upgrading when you get more comfortable.
