about to five up on algae reactor

ok so it's been about a month and a half, since I see up a diy algae reactor. I made it using a TLF 550 and red/blue led grow light from Amazon. I had the flow high nothing, now I dialed down the flow and still nothing. my phosphates aren't going down and still have a few tuffs of GHA on my overflow and HOB skimmer. what am I missing here ? I'm about to just get a big tub of GFO and give up on the reactor.
 
Are you using chaeto inside? If not you could just put a small amount in and harvest as in grows to remove nutrients
 
@Eddie7144 I always start in the same place on these things. Can you post your most recent full set of test results? Without information, I'd be guessing. :)

(While I'm guessing I'd say your system is likely to be limited in nitrogen, which would be required in some volume to use up available phosphates. But that could be wrong.)
