Acan growing new heads

Ive had this acan for maybe 3 months now. It hasnt grown new heads but the heads have maybe doubled in size. My other acan however is growing new heads. Where should i expect new heads to grow?

When they are fragged and there is some exposed skeleton they grow tissue and heads over that exposed part quite quickly. Once all that is done they then need to grow skeleton and grow larger and that part takes much longer.

I see, i have this other acan thats growing down the side of the skeleton like you said.
