Absolutely worst thing you can do to your tank, and it's inhabitants. Feed your tank, and if your having nitrate/phosphate issues, up the filtration game.

Tank is fallow . Only have softies and LPS. Filtration is really good

Yes my fish are finally going back in next week but what can cause my phosphate rise ? My protein skimmer isn’t picking up either

Live rock or dry rock?

Rock and/or sand can become phosphate sinks. If you remove po4 from the eater column, it will leech from your rocks and sand until an equilibrium is acheived between the rock/sand and your water.

I am just trying to confirm that PO4 value. At that level, the sample should turn a blue tinge.

I would be knocking that PO4 down a few notches (slowly) with Elimi-Phos (diluted lanthanum chloride solution). If you have tangs, special care should be taken to trap the precipitated phosphate particles. Level off at .2 for while, then proceed on down to .1 if things look okay. Not below.
