Add refuge while fallow

The first two fish I added had what appears to be brook. Got both to a qt tank, but ended losing one. Now I have my dt fish-less except for 5 hermit crabs. Can I start a refuge in the sump (chaeto, pods, etc) while fallow?

Can I add more of a clean up crew? Is there any place online to get cuc that is already quarantined so I do not have to restart the fallow period? Do you have restart the period if you do add a crew or is it just the safest way to make sure you do not introduce another issue?

You may want to check out Algaebarn. They have captive bred CUC. Very pricy though. They also have "clean" chaeto and sea lettuce.
