Adding fish back to tank...

I have completed a hyposalinity treatment that lasted a total of 7 weeks at a salinity of 1.007 after I saw the last spot. They have been at a salinity of 1.025 for a few weeks now with no signs of marine ick or flukes (used Prazipro right away in treatment). I checkeded the salinity daily and had an ato set up. Throughout this time I had been ghost feeding my tank maybe a 2x2 inch of reef/fish frenzy. Also throughout this time my pacantherus tang has been attacking my yellow tang and stressing him out. After my ick epidemic I lost quite a lot of fish and I’m gonna stock up again. My question is should I put them back in the display again together, or put one in my 40 gal frag tank until I build up my fish stock. Currently I have a
Chainlink eel
Pajama bottom cardinalfish
Foxface rabbitfish
Blue tang
Yellow tang

And my damsel I started with “accidentally” euthanized himself.
 
If you put them in together, the new territory belongs to neither one - both fish start on equal footing.

If you add them separately, the established tang is more likely to resent the new guy.

The 40 gallon frag tank isn't really big enough for either one, long term.

My thinking would be to add both at the same time.
