Adding New Fish To QT

So, I have two 45 gallon QT's for fish. One is for copper and the other for PraziPro then observation and further medication as needed. I have just moved my current fish from the copper tank to the PraziPro tank leaving the copper tank empty for new fish. What do I need to do before adding new fish? Do I do a 50% water change or do I need to do more? Do I empty it completely? Do I need to clean the tank itself?

Any advice is greatly appreciated. Thanks in advance!
 
Cleaning and sterilizing the tank and equipment is my usual routine. Wash with bleach to remove biofilm, rinse, rinse, rinse; Wash with vinegar to precipitate the copper into a harmless form, rinse, rinse, rinse; Wash with hydrogen peroxide if the tank had a particularly nasty parasite or disease, rinse, rinse, rinse.

So I am going to have to completely break down and sanitize the tank each time and then wait for it to cycle again before adding new fish??? It's going to take years before I have a all the fish I want in the DT at that rate?

Is there any way to spreed the process up bit?
