Adding Passive Fish (i.e. Red Sea Regal) - how to reduce agression

So I had a red sea regal in QT for about 2 months. Was doing great, eating good, etc. I moved into my 210 FOWLR with several angels. I know with regals the prefered method is to have this in first, but of course this is not what I am doing. The regal is up by my gyre near the surface. It has been two days now and still up there ... I do see regal eating frozen as well as clams but goes right back to the top. What I noticed is that my queen and gold flake keeps going to the regal - not super aggressive but regal's are so passive and shy.

My plan today was to try and change some of the aquascaping to see if that maybe makes a difference. However, talking to a friend, he actually thinks this makes it even worse as all fish now needs to look for new homes.

Any thoughts or suggestions?

Reduction is adding the typical aggressive last and get them at smaller size in addition to not having more than one of the same type
The more room and hiding it has, the less likely it will cause problems with a tank mate
