ill be adding my first lot of pods tomorrow, going to wait until lights go out etc so they get to the rocks. Do I just pour the bag in or do I have to get rid of the shipping water and acclimate them?
Will these pods breed within the tank? I don’t think any of my livestock feed on pods so they should have a decent chance of survival. I’m hoping to build the population up before I try another dragonet.

Pour the bag... water and all... the pods will breed, just don't clean out your tank too well so they'll have something to munch on.

Something to consider is to put in a pod hotel that you can easily make with an acrylic box drilled with holes and stuffed with chaeto plus a light (search my post if you want a pic and some ideas). I have a target mandarin in a Fluval 13.5G and for the last year and that thing is fat as a puffer puffed up.
