Adding water to new tank w sump

Forgive the basic question (first tank with sump).

When filling aquarium first time, do you:

1) add water to sump and display?

2) add water to display and allow to overflow to sump.

3) add water to sump and allow return pump to fill (I read that is a method for water changes, thinking about it, won’t work to fill since empty tank would have water enter and fall to much).

Sorry, just planning ahead for the little things.
 
Fill the display until the overflow brings the water to the sump. Once the sump is about half full and the return pump is covered with water, start the return pump.

You'll want to adjust any adjustable baffles in the sump so the water depth is suitable for your skimmer if you have, and the water in the return pump section is just a bit lower than the previous section, but not so low that it cascades and feeds bubbles into the pump.

Remember that the water level in the return section will drop again as the plumbing fills completely with water and from water being driven into the skimmer so be sure to have a few extra gallons on hand to top it up with everything turned on.
