Adjusting 8800 Booster Pump Bypass - Turn this thing down!

My input is about 55 psi. When I turn this on it pegs my psi meter at 100 PSI. I've turned and turned the bypass adjustment - down - and it doesn't seem to effect the PSI. Am I turning this the wrong way (in) or is this bypass defective?

Turn it out - works fine...
