Can anyone shed light on what this is ???? HELP !

That looks as though it might be a bacterial infection ("tail rot") starting up. If the fish's immune system isn't handling it on its own, you would want to set up a quarantine tank and hit it with a broad-spectrum of antibiotics for 10 days plus.

@melypr1985 or @Humblefish might be able to confirm that or suggest something else . . .

Agreed. Add vitamins to his food, keep the water clean and stress low. Keep an eye on it for now and see how it progresses.
