AFS will not run in auto

I just installed a AFS on my Apex classic and with the programing the feeder will not automatically turn on in auto with the programing.
OSC 000:00/000:30/000:30 Then ON
If Time 00:00 to 20:03 Then OFF
If Time 20:04 to 23:01 Then OFF
If Time 23:04 to 00:00 Then OFF
If FeedB 000 Then ON

Can someone tell me whats wrong?

Your If Time settings only allow it to run once at 23:02. The values used for If Time are inclusive, so for example If Time 00:00 to 20:03 Then OFF means it will not turn on from 00:00:00 through 20:03:59, and then your next If Time 20:04 to 23:01 means it cannot run from 20:04:00 through 23:01:59. Notice the first If Time ran through 20:03:59 and the next one started at 20:04:00, so there's no gap between those two times.

Just remove 1 minute from the first If Time to leave a gap between it and the 2nd If Time.
