I think you've got a problem on the main board of the hydra. I would normally recommend contacting the manufacturer and trying to get it replaced, but having done that with 3 different fixtures with Aqua Illumination and only being told they don't keep parts for the old hydras I am inclined to say you might need to find a different solution if you keep the light.

If you're not inclined to spend $350 on a new unit, I would probably try to get a 12v plugin power supply wallwart and wire the fan directly to that. The wallwart could be plugged into a time to match your lighting schedule. Not as elegant as a new light, but about $342 cheaper. I would just double check that the fan is 12v, and if not get a wallwart that matches it's actual voltage.
 
Is the fan supposed to be on all the time? Mine turns on and off as needed. Its a 26HD.
No they shouldn't be on all the time. It should be temperature controlled, but it also should just spin up when it does rather than just kinda wiggling around like in the video. That said it wouldn't be an issue for the light if they were on all the time, just noisier than it has to be.
