There's not really a one size fits all reply to this answer! It depends on your light settings as well- and what you wish to achieve

Look into the need of the livestock you try to care for and rent a PAR meter to verify you're doing it correctly

Recommended about 9 inches above the waterline. I run a modified Zaxby schedule that maxes out at 75% for a few hours, and get about 180 par on the top of my scape about 4 inches below the water line.
