I would definitely say so, I've got mine under a 20 gallon and only have the power set half way and everything seems to be great. What are the dimensions of your 28?

I would feel confident using it, my tank is 24 wide and 13 high and it gets good spread side to side and like I said I only have the power up 50% and its doing a solid job.
