AI Prime HD16 fan noise

Is this normal for a HD16 fan to come on at only 5w? I haven't even hit the peak for the day. I enabled the "fan shutdown enabled". With is disabled the fan was constantly running.

Mine doesn’t come on until about 11:45 (3/4 of the way through ramping up) when lights at about 75-80% power. It will turn on and off all day though. To help quite it down I removed the fan covers and it’s quieter.
