Is it possible to control these lights on a different WiFi network as the lights? I am going back to school soon and am wondering if I will be able to control them like normal.

If it's Prime HD, you can use the cloud feature to control remotely over the internet from the phone app. The non-HD version doesn't have that option I believe.

Yes I have the HDs. Sorry about that. So I use my iPad as the main place to control my lights, so my phone only has the cloud and my iPad has the cloud and local. So I should be ok using the iPad?

I haven't used the iPad app, but assuming it works the same way as the iPhone one you should be fine. My iPhone has the cloud and local options and when I'm away from home (either connected over just the cell signal or on another WiFi network) it works to control my light.

Just the answer I was looking for, thanks for the help!
