I purchased a pair of primes this week used from someone local. Didn’t notice the cord on the back was exposed but not a big deal. I’m not super savvy with this kind of stuff. Is this a reason for any concern? Should I get it fixed before using?

I would take it to bits and see what’s going on inside. May have just slipped out of a clamp. You don’t really want damp air getting inside if it’s avoidable. But, if it works, it works.
