Looks like to me! And I have had smaller ones grow in the sand like yours.
Scoop the sand out with that guy to get rid of him. Good luck, it's a journey with these guys.

These will continuously pop up from time to time. Largely unavoidable. Get yourself some Apthasia X for the long term.

The ones in the sand are the easiest, just scoop them out. Be careful if you use Aptasia-X. It does work but you need to be able to get the whole aptasia or they will spread like what happened in my tank. It killed the ones that were out on top of the rock, but the ones in the holes and crevices you think you got but days later they come back in numbers. My tank is infested now and I added some Berghia Nudibranch a couple of weeks ago hoping they take care of the problem.

And to think that some people like them! Ha ha, I read on this blog a while back that an unnamed big box retailer was selling them as "Glass Anemones"

I would recommend Berghia Nudibranch then collect when they complete their job and sell back to lfs.
