So noticed this as I walked by this afternoon. Grabbed my phone and used the light, and as soon as I turned it on it sucked itself up. Tried to get as good of a picture as I could without causing it to suck up

Unfortunately those pics aren't good enough to say much.
The shape suggests an anemone of some sort, but even that's iffy.
 
So my question is, if I do a decent water change that part of the rock would be outta the water. Should I just put some super glue over it to cover it, just to be safe?
 
You should use a syringe if it is apasia and blast it with lemon juice or aptasia x. I think aptasia X is a calcium and hydrogen peroxide solution.

It will burst when it consumes this. Also read this thread:

water changes wont have a huge impact, but they can help keep food and phosphates out of the water column for aptasia to feed on.
