Ok so I have a 10 gallon nano with a damsel and some hermits. Just starting. All I have is a hob filter do I need to run an airstone
 
Which HOB filter do you have?

I'd say you don't need an airstone as long as the HOB is dumping enough water onto the surface and causing enough surface agitation.
...and moving enough of the water volume from the tank fast enough
 
that small filter doesnt do much. would suggest to get a small powerhead and point it at the surface to create agitation and flow.

A powerhead/wavemaker is ideal as opposed to an airstone since the bubbles released by the stone would release salt spray/result in salt creep.
Powerheads and wavemakers can also be used to generate more chaotic/turbulent/wave-like currents found on reefs as opposed to the lower flow of freshwater environments the filter is built for.
