Wow, never seen that before. Wonder if the bubbles are a gas released by the algae. Doesn't look like bubble algae to me. What does everyone else think.

I've seen this before it happens with newly set up tanks or if you add a large portion of dry rock to your existing tank it will also happen

Cyanobacteria excess nutrients increase flow suck it out with water changes

First thing you should check is your parameters might be over feeding a little. You can increase flow with power heads and wave makers for better circulation but getting rid of the excess nutrients is most important

Cyano. If the tank is new keep lights out for a week, change 25% water every 3 days. If this fails try chemi clean for red slime.

You have a phosphate problem. Check your food. Did you start feeding a new kind of food?

I would try to remove as much as possibly manually from the sand bed and I would blow the bubbles off the rock with a turkey baster. Definitely check to see where your excess nutrients are coming from - overfeeding, inadequate filtration, low flow and correct that. A water change will help if you try to suck up as much as possible while performing it but you'll need to find the source to prevent it from returning and thriving...
