Algae, cyano or something else?

The tank has had this going on for a while, green film mat on rock work, grows back quite fast, clear bubbles, and is easily blown off. I have assumed it was just a film algae, but i'm wondering if it's a bacteria/cyano. variety. Nitrate and phosphate are near zero (Red Sea tests), so I assume its just taking up nutrients that fast.

Yeah. Green snot. Blow it off with a turkey baster on corals and sand, toothbrush it on rocks. Turn your powerheads way up and run it like crazy for awhile. Change filter socks. Repeat. And a helper like a Starry Blenny. Well, at least mine does. They love the stuff. All gone. Good riddance. :D Oh, and yes, my nitrate and phosphate were reading zero to near zero as well.
