Algae dependency on phosphate after .003 ppm.

If your phosphate levels are above .003 ppm, does it make a difference after that? I read somewhere that the growth rate of algae is dependent on phosphates up to this point, .003 ppm, but not after.

I have never seen this before.
My po4 is .014 ICP tested
 
Got any links to that info? I've heard .009 as a number someone threw out there that "life depends on this or above!" type of comment.
All in all, algae can slow it's metabolism to survive nutrient deprived situations.
I would think despite any number, it will take much longer periods of time to kill off algae-algae vs symbiotic algae in corals.
