What is this and best way to get rid of it?

It's probably a byproduct of a re-cycle. Test phosphate and nitrate and see what you've got.

Next step is water change and vacuum it out.

Diatom algae. The result of silica in your new sand. It will pass.
If you haven't upped your clean up crew, now would be a good time. Trochus snails would be a good option. They like to eat diatoms.
 
+1 diatoms are not terrible. they go away when their food source is gone, which is silica from new sand. You'll be fine. Reeferfoxx is right, a good CUC added now would be a great idea.
