Algae grows back quickly after removal

Over the past month, I've had more and more of this type of algae pop up. My nitrates have generally been 1-5ppm and phosphates around .03-.05ppm. As soon as I get rid of it, it will start popping up again the next day. Any idea what it is and how to get rid of it? Here's a video.
 
Hate to ask as this may not bevss algae. Pics are extremely blue making it hard to tell what you have
Please retake under white lights
 
It appears to be Dino. Explains why it keeps coming back. Siphon up well and clean all filters and skimmer cup
I’ll send rest of instructions later as I’m about to board jet and no WiFi service
If you have liquid bacteria, add 1.5ml per 10 gallons and turn white light off for 5 days

Prepare by starting with a water change and blow this stuff loose with a turkey baster and siphon up loose particles.
Turn lights off (at least white and run blue at 10-15%) for 5 days and at night dose 1ml of hydrogen peroxide per 10 gallons for all 5 nights. If you dont have light dependent coral- turn all lights off.
During the day dose 1ml of liquid bacteria (such as bacter 7) per 10 gallons.
Clean filters daily and DO NOT FEED CORAL FOODS OR ADD NOPOX as it is food for dinos.
Day 5,, you can start with blue lights - ramping up and work your white lights up slowly
