Algae help and nutrients....

Hello....
New to reefing here and so confused. My phophates are 0 and Nitrates are 0 but I have all different types of algae. I have some green moss like algae growing on one of the live rocks and i have a hard brown algae growing on the glass that requires a razor to get it off. I also have some rust colored algae growing on the sand. Tank is 5 months old and has an over abundance of clean up crew. Fluval Evo 13.5 gal. I am confused about the nitrates and phophates. Do I have too many of them which is why I am growing algae because they are eating it up or not enough of them? How do I balance those and keep them balanced? I thought about some chaeto and grow light in one of my back chambers but will that cause an issue too? With my tests reading zero i am not sure what to do at this point? I hate seeing the algae and want it all gone.

Got a pic please, I also run an Evo, yes to macro algae, hopefully it will out grow the nuisance algae, tanks often read a false zero as the nuisance algae consumes them too fast for you to detect?

I would probably take out the sand and upgrade the fuge light, along with add more flow. Also do more water changes and scrape of or pull of the algae on the rocks.
