Not sure what this stuff is

-comes off fairly easily with a small tug
-brown in color
-does not diminish significantly overnight
-currently running UV
-moved rocks around about a month ago which nearly crashed the tank so wondering if maybe it’s diatoms

thanks in advance!

Looks like severe case of caulerpa and bryopsis
Pull as much as you can by hand then take a dental pick or small crochet needle and remove roots
As long as there are roots, it will keep coming back

I don’t think it’s bryospsis just treated my tank a couple months ago for two patches which wiped that out.

I’ll get to a larger screen than my phone in the next couple of hours

Doesnt look like Bryopsis or Caulerpa to me and based off your description and the pic I would say a type of hair algae. Some of it looks to be a bit more "coarse" or "wiry" which could indicate a type of turf algae also.

In either case making sure nutrients are inline and an adequate cleanup crew is available (urchins should plow through it) would be the start. Then I would manually remove every bit you possibly can by hand/with brushes/etc. Peroxide scrub can help but personally I prefer just manual removal and cleanup crew.

Its filamentous hair algae. Not your typical hair algae, Filamentous is one that can grow out of control. as shown below and is supported by high nutrients from both nitrate and phosphate. Pull by hand as mentioned earlier and reduce white light intensity, add either small amount of GFO or preferably ChemiPure Elite.
Once pulled, add some cleaner crew such as :
Carribean Blue Leg hermits, ninja star snails, larger turbo snails, limpets & chiton snails. Pin cushion May help also

Forgot to add pic of filamentous algae:
