Attached are two pictures not the best but hope there good enough. Ive had this algae growing on my sand bed and having a terrible time trying to get rid of it.

Any thoughts what kind it might be?

Cyano or a diatom perhaps ?
Does if fall apart easily?
Dusty feel or slime?

Thats what I was thinking but the aquarium has been up for 2 years now is it normal for another bloom to happen?
 
I'm more inclined toward cyano than diatoms from those pictures. Although it could be either. A chronic diatom bloom could occur if your topoff water and/or salt mixing water contains excess silicate, which can break through some RO systems. Putting some of that under a microscope would clarify whether it's cyanobacteria, diatoms, or possibly something else.
 
It happened to me once when my DI resin was exhausted. Spots of brown where light hits the most. I did 2 30% w/c after changing resin and replaced my ATO reservoir with fresh RODI WATER. It went away in 1 week after. I also have a goby now.

Yup. Check that.
And think about what new foods you may have introduced.
